HB3675 Summary - Local Government Taxpayer Protection Act

• Freezes property tax extensions at 0% beginning in levy year 2017, unless voters approve an increase by referendum, applying to all taxing districts including home rule units and school districts.

• Prohibits public employees and labor organizations from collectively bargaining on specified matters including contracting decisions, pay increases beyond specified limits, health insurance provisions, staffing levels, and personnel evaluations in counties/municipalities that adopt such restrictions.

• Exempts units of local government and school districts from prevailing wage requirements for public works projects they construct or fund.

• Removes prevailing wage requirements from the Local Government Energy Conservation Act, Local Government Facility Lease Act, School Code, and Public Community College Act as they apply to local government and school district projects.

• Preempts home rule authority regarding property tax extension limitations and requires State Mandates Act implementation without state reimbursement.
