• Amends the Public Utilities Act to cap fees assessed by the Illinois Commerce Commission on alternative retail electric suppliers and alternative gas suppliers at $0.50 per customer per year.

• Specifies that the number of customers for fee calculation purposes shall be determined by the most recent annual report to the Commission.

• Applies to assessments made under subsection (i-5) of Section 2-202, which allows the Commission to assess electric and gas utilities for deficits in the Public Utility Fund.

• Takes effect upon becoming law or on the date that Public Act 99-906's amendments to Section 2-202 take effect, whichever is later.
