• Requires electric and natural gas utilities to develop rebate programs for residential and small commercial customers who achieve at least 3% reduction in energy usage from the previous calendar year on a weather-normalized basis.

• Establishes that approved methodology for calculating energy savings shall be specific to the technology used, and allows technology vendors or alternative retail electric suppliers to conduct verification and submit rebates on behalf of customers.

• Limits customers to receiving recovery under only one utility energy efficiency program per technology to prevent double compensation.

• Applies to electric utilities serving 500,000 or more retail customers and natural gas utilities meeting specified customer thresholds.

• Effective immediately upon becoming law or on the date that Public Act 99-906 provisions take effect, whichever is later.
