Requires the Department of Human Services to establish reimbursement rates that build toward livable wages for front-line personnel in residential and day programs serving persons with intellectual and developmental disabilities, including intermediate care facilities, community-integrated living arrangements, and developmental training programs.

Mandates direct support persons earn a minimum base wage of $15 per hour, with other front-line personnel earning commensurate wages.

Defines "front-line personnel" as direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff.

Requires the Department of Public Health to increase payment rates for intermediate care facilities for persons with developmental disabilities and medically complex facilities for the developmentally disabled to fund the $15 per hour minimum wage for direct support persons and commensurate wages for other front-line staff.

Applies to facilities supported by State funds or Title XIX of the Social Security Act (Medicaid).
