Adds definition of "content-controlled tablet" to the Unified Code of Corrections as any device that can only access visitation applications or content relating to educational or personal development.

Authorizes the Department of Corrections and Department of Juvenile Justice to provide temporary access to content-controlled tablets to committed persons as a privilege to induce or reward compliance with institutional rules.

Defines "sex offense" for purposes of certain correctional statutes to include specific violations of the Criminal Code relating to child exploitation, sexual assault, and kidnapping offenses.

Adds definition of "aftercare release" as the conditional and revocable release of persons committed to the Department of Juvenile Justice under supervision.

Defines "computer scrub software" as third-party software designed to delete browser history and other computer activity information.
