Requires candidate political committee treasurers to freeze all funds, contributions, and receipts upon filing of an indictment or information against a candidate for specified state and federal criminal offenses.

Applies to violations of Election Code Article 29 and various Criminal Code sections covering bribery, misconduct, extortion, and kickbacks, as well as corresponding federal statutes.

Maintains frozen status until the pending criminal case is resolved or a court with jurisdiction orders otherwise.

Classifies transfers, expenditures, or use of frozen funds as a class 4 felony.

Defers to the Public Corrupt Profit Forfeiture Act if the Attorney General or State's Attorney files a petition for a hearing under that Act.
