Requires merchants who regularly rent or lease furniture and electronic equipment to inspect previously rented items before renting them to subsequent customers.

Mandates treatment and eradication of pests (including bedbugs and roaches) discovered during inspection before the furniture or equipment can be rented again.

Allows consumers who suffer damages from a merchant's violation to bring legal action if they report the presence of pests to the merchant within 45 days after rental begins.

Establishes that such legal actions proceed under the Consumer Fraud and Deceptive Business Practices Act using standards applicable to retail installment contract holders.
