Amends Section 11-1303 of the Illinois Vehicle Code concerning parking prohibitions in specified places.

Applies only to municipalities with a population of 1,000,000 or more inhabitants.

Creates an affirmative defense to parking violation charges when an official sign prohibits parking in a construction zone or public works project zone but no work is actually being conducted in that zone at the time of the violation.

Defense applies specifically to violations of the prohibition against parking where official signs prohibit parking (subparagraph b of paragraph 3 of subsection a).
