• Secretary of State shall require participation in a behavioral-based driver retraining program as a condition for issuing a restricted driving permit or reissuing a revoked driver's license.

• Removes Secretary's authority to cancel a restricted driving permit if the permit holder fails to complete the retraining program.

• Upon notice of license suspension, Secretary shall offer option to complete a behavioral-based driver retraining program within 45 days, with successful completion terminating the suspension if no similar offense occurs within 6 months.

• Behavioral-based driver retraining requirement does not apply to suspensions or revocations involving alcohol or drug-related offenses.
