Prohibits elected officers of local government units from entering into or authorizing employment contracts that extend beyond their elected term, effective upon passage of the 100th General Assembly.

Exempts labor union negotiated contracts from the prohibition on employment contracts extending past an officer's term.

Prohibits governing bodies of local government units from entering into employment contracts that extend past the term expiration of the governing body member whose term expires last.

Makes employment contracts entered into in violation of these provisions voidable.

Excludes violations of the new employment contract restrictions from criminal penalties under Section 4 of the Public Officer Prohibited Activities Act.
