Amends the Illinois Insurance Code by adding Section 368g to establish rules for third-party payment of health insurance premiums and cost sharing.

Allows qualified individuals enrolled in qualified health plans through the Illinois health insurance marketplace to authorize third parties to pay their premiums and cost-sharing obligations.

Requires health insurance issuers to accept premium and cost-sharing payments made on behalf of qualified individuals from state or federal government programs, including Title XXVI Public Health Service Act assistance providers.

Permits payments from Indian tribes, tribal organizations, and urban Indian organizations on behalf of qualified individuals.

Allows payments from tax-exempt organizations under Section 501(a) of the Internal Revenue Code that are described in Section 170(b)(1)(A) and operate in compliance with federal law, including the False Claims Act.
