HB3779 - For-Profit Community Corrections Prohibition Act

• Creates a prohibition on the State contracting with for-profit prison companies for community correctional supervision of persons in custody of the Department of Corrections or Department of Juvenile Justice, effective upon enactment.

• Defines "community correctional supervision" to include surveillance of parolees and persons on mandatory supervised release, plus rehabilitative re-entry services such as residential, employment, educational, substance abuse, and mental health programming.

• Defines "for-profit prison company" as a for-profit corporation or business entity that owns, manages, or operates correctional facilities or community correctional supervision services.

• Allows renewal of existing contracts with for-profit prison companies that were in effect immediately before the Act's effective date.

• Does not authorize any privatization prohibited under the Private Correctional Facility Moratorium Act.
