Removes provision allowing schools to deny enrollment to students 17 years or older for one semester based on failure to meet minimum academic standards.

Retains provision allowing schools to deny enrollment for one semester based on attendance standards (20% or more absences without valid cause), provided due process and remediation services are offered.

Limits consecutive semester enrollment denials to one semester for students 17-18 years old who fail to meet attendance standards.

Changes terminology from "chronic truants" to "truant minors" and prohibits expulsion for nonattendance unless the student has accrued 15 consecutive days of unexcused absences and cannot be located or compelled to return to school after exhausting all available support services.

Effective date is July 1, 2017.
