Removes the "as of January 1, 1993" date restriction from Section 9-179.1 of the Illinois Pension Code, allowing Cook County employees with at least 25 years of service credit to apply for military service credit without a specific cutoff date.

Permits contributing employees to claim up to 2 years of creditable service for military service by paying employee contributions plus interest, calculated based on their highest compensation rate before or after the military service period.

Requires forfeiture of military service credit and refund of contributions if an employee applies for or receives an early retirement incentive under Section 9-134.2.

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements for implementation.

Takes effect immediately upon becoming law.
