Amends the Illinois Pension Code sections governing the General Assembly Retirement System (GARS) by modifying definitions of "Member" and "Participant"

Prohibits persons from becoming members or participants in GARS if they have ever received a retirement annuity or pension from any other pension fund or retirement system under the Illinois Pension Code

Applies the restriction only to persons who did not become participants before the effective date of this amendatory act of the 100th General Assembly

Takes effect immediately upon becoming law
