IL HB3802

Amends the Consumer Fraud and Deceptive Business Practices Act to prohibit post-purchase fees on gift certificates usable with multiple sellers of goods or services.

Prohibits expiration dates earlier than 5 years after issuance and bans post-purchase fees on all gift certificates sold after January 1, 2008.

Requires gift certificates issued before January 1, 2008 that have fees to clearly display fee information including amount, frequency, and what triggers the charge.

Prohibits reduction of gift certificate face value and bars penalties against holders for non-use or delayed redemption after January 1, 2008.

Exempts prepaid telecommunications cards, award/loyalty program certificates, discounted bulk sales to employers/nonprofits, and food product certificates from these requirements.
