Expands tobacco product display restrictions to require all tobacco and alternative nicotine products (not just single packs of cigarettes) be sold from behind the counter, in an age-restricted area, or in a sealed display case.

Prohibits candy from being displayed within 5 feet of any counter that has tobacco products behind it.

Defines "candy" as sugar or sweetener-based preparations with chocolate, fruits, nuts, or flavorings in bars, drops, or pieces form, excluding items containing flour or requiring refrigeration.

Removes the "line of sight" requirement for other tobacco products, replacing it with the behind-counter or age-restricted area display requirements.

Exempts retail tobacco stores that derive at least 90% of revenue from tobacco products and restrict entry to persons under 18 unless accompanied by a parent or legal guardian.
