Amends the School Code to require age-appropriate developmental screening and social and emotional screening as part of health examinations for school children.

Schools must report to the Department of Financial and Professional Regulation if a physician, advanced practice nurse, or physician assistant refuses to conduct developmental or social and emotional screenings despite a parent or legal guardian's request.

The Department of Financial and Professional Regulation shall impose a $500 civil penalty on any health care provider who refuses to complete the required developmental or social and emotional screening.

Requires the Department of Public Health to develop screening rules in conjunction with school boards, pediatricians, school support personnel, mental health experts, and other stakeholders using validated, age-appropriate screening tools.

Effective June 1, 2017.
