Reduces minimum age requirement for educators from 20 to 19 years old.

Allows career and technical educators without bachelor's degrees to substitute teach in career and technical education classrooms.

Adds "Director of Special Education" as a special education endorsement area on Professional Educator Licenses.

Removes requirement that degree major must directly correspond to license/endorsement sought for out-of-state and foreign-trained educators.

Modifies professional development renewal requirements for administrators not working in positions requiring administrative endorsement, allowing them to complete one Illinois Administrators' Academy course within one year of returning to such a position rather than annually.
