IL HB3821

Amends the Illinois Public Labor Relations Act to exempt public employers from bargaining over second chance programs and similar programs designed to reintegrate ex-offenders into the workforce after release from house arrest, home confinement, drug or alcohol programs, or work release centers.

Classifies decisions about whether to maintain a second chance program and in what form as matters of inherent managerial policy not subject to collective bargaining.

Prohibits mandatory bargaining over the impact or implementation of second chance programs on wages, hours, and terms and conditions of employment for public employees.

Preserves existing collective bargaining obligations regarding wages, hours, and conditions of employment that were previously negotiated in collective bargaining agreements prior to the act's effective date.

Takes effect immediately upon becoming law.
