IL HB3830

Amends the Personnel Code to require state agencies to give hiring preference to qualified applicants from low-income households or those unemployed for 6 months or more when filling full-time temporary positions with expected tenure of 12 to 24 months.

Requires state agencies to give preference to qualified applicants from low-income households who are up to 21 years old and currently attending high school when hiring for internships, student assistant positions, and summer positions.

Allows applicants to indicate eligibility for preference on job applications but prohibits requiring applicants to specify which category makes them eligible.

Defines "low-income household" by reference to the definition in Section 11.05 of the Lead Poisoning Prevention Act.

Defines "preference" as priority consideration over similarly qualified applicants for placement in the position.
