Establishes the Quad Cities Outsourcing Prevention Task Force consisting of 11 members appointed by legislative leaders, the Governor, the Director of the Department of Commerce and Economic Opportunity, and Rock Island County board chairman by 30 days after the bill's effective date.

Task Force members shall not receive compensation and must hold meetings at least quarterly, with the Department of Commerce and Economic Opportunity providing administrative support.

Task Force must submit a report to the General Assembly by January 1, 2019 that recommends how to keep employers and jobs in Illinois, identifies best practices to prevent outsourcing, and identifies employment sectors most affected by outsourcing.

Defines "Quad Cities" as the Cities of East Moline, Moline, and Rock Island.

Division establishing the Task Force automatically repeals 2 years after the bill becomes law, which takes effect immediately.
