• Eliminates state stipends for township assessors, elected supervisors of assessments, county treasurers, county coroners, county recorders, county auditors, sheriffs, and clerks of the circuit court, effective upon the bill's enactment.

• Removes stipend payments of $5,000-$6,500 for county treasurers, $6,500 for county auditors and coroners, $6,500 for sheriffs, and $3,500-$6,500 for circuit court clerks that were previously paid from the Personal Property Tax Replacement Fund.

• Maintains minimum compensation levels set by county boards for these elected officials but prohibits counties from reducing their base compensation as a result of losing state stipends.

• Amends the State Mandates Act to exempt the implementation of these changes from state reimbursement requirements under the mandates act.
