IL HB3858

Adds a civil penalty of at least $30,000 for violations of residency enrollment rules in school districts with a population of 500,000 or more.

Applies the penalty to persons who knowingly enroll or attempt to enroll a nonresident pupil on a tuition-free basis in large districts.

Applies the penalty to persons who knowingly or willfully present false residency information to enable a nonresident pupil to attend school without paying nonresident tuition.

Penalty is in addition to existing criminal penalties (Class C misdemeanor) for residency fraud.

Takes effect immediately upon becoming law.
