Defines "equine" as any member of the Equidae family, including horses, mules, and asses.

Defines "equine stable operator" as any person operating an establishment where equines are maintained for boarding, holding, or similar purposes for a fee.

Defines "equine stable" as any building, structure, pasture, or enclosure where equines are maintained for boarding, holding, training, breeding, riding, or pulling vehicles for a fee.

Exempts state and local government agencies vested with duty to maintain public order and enforce criminal law from licensing requirements when they own or operate equines but do not operate an equine stable for hire.
