IL HB3872

Amends the Consumer Fraud and Deceptive Business Practices Act to establish procedures for placing security freezes on minors' credit files in addition to existing consumer credit report freezes.

Allows parents, court-appointed guardians under the Probate Act, or Juvenile Court Act guardians to request security freezes on a minor's credit file by submitting written requests with specific documentation including the parent/guardian's and minor's identifying information.

Requires consumer reporting agencies to place security freezes on minors' credit files within 5 business days of receiving a complete request and to send written confirmation within 10 business days.

Prohibits temporary lifting of security freezes placed on minors' credit files, preventing access to the minor's credit information unless the freeze is permanently removed.

Allows consumer reporting agencies to charge up to $10 per freeze, removal, or temporary lift, but exempts seniors age 65 and over, identity theft victims with police reports, and active duty military service members from fees.
