Establishes a monthly diaper allowance of $80 per child for eligible individuals, effective October 1, 2018.

Requires applicants to have household income at or below 50% of federal poverty guidelines and be responsible for a child age 3 or younger.

Requires the eligible child to receive medical assistance under Article V of the Illinois Public Aid Code.

Restricts allowance use to diaper purchases only and requires distribution through electronic benefit transfer cards.

Excludes the diaper allowance from income calculations for determining eligibility or benefit amounts under any state public aid program.
