Amends the Illinois Procurement Code to replace terminology "severe disabilities" with "significant disabilities" and "sheltered workshop" with "work center" throughout Section 45-35.

Modifies qualification requirements for not-for-profit agencies by requiring accreditation by a nationally-recognized accrediting organization or certification as a developmental training provider by the Department of Human Services, rather than meeting Illinois standards.

Changes the State Use Committee's pricing review authority from rejecting bids deemed substantially higher than competitive bidding to approving proposed agreements where the price is fair and reasonable.

Requires the State Use Committee to adopt a strategic plan at least every 3 years (instead of a 5-year plan) for increasing purchases from qualified not-for-profit agencies and creating mandatory set-aside contracts.

Adds new subsection (e) establishing guidelines for subcontracts by qualified not-for-profit agencies, requiring State Use Committee approval of all subcontracts and reasonable efforts to utilize other not-for-profit agencies serving persons with significant disabilities.
