Creates a permanent Women's Division within the Department of Corrections under direct supervision of the Director with statewide authority over all women's correctional centers and adult transition centers.

Requires appointment of a Chief Administrator for the Women's Division by the Director with Senate consent, who must have specialized training in gender-responsive and trauma-informed practices.

Defines "gender-responsive" as policies and practices accounting for gender-specific differences in women's socialization, psychological development, and justice system pathways, implemented in a relational, culturally competent, family-centered, and trauma-informed manner.

Assigns the Chief Administrator responsibility for staff management, development and implementation of evidence-based gender-responsive practices, staff training on trauma-informed approaches, and classification and assessment tools specific to women inmates.

Requires collaboration between the Women's Division Chief Administrator and the Chief Administrator of Parole to ensure female offenders under mandatory supervised release receive gender-responsive and trauma-informed community supervision.
