Amends Illinois Election Code sections 4-8.5, 5-8.5, and 6-35.5 to allow individuals aged 16 or 17 years old to pre-register to vote.

Permits 16 and 17 year-olds to execute and attest to voter registration forms while serving as deputy registrars, with competency deemed legally established.

Requires that pre-registrations from 16 and 17 year-olds be held in abeyance by election authorities until the individual reaches the required age to vote.

Makes conforming grammatical changes to deputy registrar eligibility language across all three affected sections.

Takes effect upon becoming law.
