Requires telecommunications carriers to provide information on rates, charges, terms, and conditions for both competitive and noncompetitive services on their websites and in billing statements.

Mandates carriers track customer contacts regarding rates and packages, and send invitations to discuss service details to customers who have not contacted the carrier by November 1 of each year, with notices sent at least as frequently as billing statements.

Requires carriers to provide customers with information comparing available plans and evaluating which tariffs and service offerings are most cost-efficient based on each customer's stated needs and prior usage.

Extends the repeal date of the Telecommunications Article from July 1, 2017 to July 1, 2020.

Modifies notice requirements for rate changes to include telephone and electronic means in addition to mail, and requires disclosure of noncompetitive services offered as part of competitive service bundles to be provided to customers in the same manner as competitive service information.
