IL HB3920

Creates a new subsection (a-7) establishing that driving with a suspended license under Sections 6-306.5 or 7-702 requires issuance of a Uniform Traffic Citation, with a third or more unpaid citations becoming a Class A misdemeanor.

Excludes persons under subsection (a-7) from certain mandatory minimum sentencing requirements in subsections (b-1), (c-1), (d-1), and related penalty provisions.

Modifies subsection (b-1) to except subsection (a-7) violations from automatic suspension extension procedures upon conviction.

Adds subsection (a-7) citations to the list of exceptions in subsection (b-2) regarding revocation procedures and Section 11-501.1 statutory suspensions.

Maintains existing penalties for driving with suspended or revoked licenses while creating a distinct citation-based pathway for certain suspension violations that escalates to felony status only after three unpaid citations.
