Creates the Municipal Task Force on Recycling Strategies to Reduce Greenhouse Gas Emissions to review municipal policies and programs that reduce greenhouse gas emissions nationally and internationally.

Task Force shall investigate and provide recommendations on initiatives to reduce greenhouse gas emissions while protecting the environment and public health, promoting economic development through recycling, and calculating greenhouse gas reductions from recycling and composting.

Task Force shall review diversion of specific materials from landfills including carpet, corrugated containers, office paper, aluminum cans, newspaper, magazines, plastics, steel cans, dimensional lumber, and food scrap.

Task Force consists of 14 members appointed by the Director of the Environmental Protection Agency, including municipal representatives (4), environmental organizations (2), recyclers and composters (4), and representatives from national waste organizations and manufacturing trade associations.

Task Force must submit findings and recommendations to the Governor and General Assembly no later than one year after the Act's effective date; the Task Force is repealed 2 years after the effective date.
