Appropriates $363,003,600 total to the Illinois Community College Board for fiscal year beginning July 1, 2017, comprised of $236,178,600 in General Funds, $83,825,000 in Other State Funds, and $43,000,000 in Federal Funds.

Allocates $1,982,500 from General Funds for ICCB administrative operations including personal services, contractual services, electronic data processing, and telecommunications.

Appropriates $221,713,000 for base operating and equalization grants to qualifying public community colleges from the Personal Property Tax Replacement Fund and Education Assistance Fund.

Provides $55,524,000 for adult education and literacy activities from General Revenue, ICCB Adult Education Fund, with $21,572,400 for local providers, $10,701,600 for performance-based awards, and $23,250,000 from federal Department of Education funds.

Takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) becomes law.
