Appropriates $30,880,900 from the Education Assistance Fund to the Board of Trustees of Chicago State University for operational expenses for fiscal year ending June 30, 2018.

Appropriates $1,600,000 from the Chicago State University Education Improvement Fund to the Board of Trustees for any expenses incurred by the university.

Defines "operational expenses" to include personal services, Social Security contributions, group insurance, contractual services, travel, commodities, printing, equipment, electronic data processing, telecommunications, automotive equipment operation, refunds, employee retirement contributions, permanent improvements, and deposits to other funds.

Takes effect July 1, 2017, contingent upon Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act) becoming law.
