Appropriates $364,235,500 total ($282,011,900 from other state funds and $82,223,600 from federal funds) for the Illinois Environmental Protection Agency's ordinary and contingent expenses for fiscal year beginning July 1, 2017

Distributes funds across multiple environmental programs including administration, air pollution control, water quality, land pollution control, underground storage tanks, hazardous waste, solid waste management, and laboratory services

Includes major appropriations for vehicle inspection activities ($20,931,400), Clean Air Act Title V activities ($18,000,000), water revolving loan programs ($59,885,000), and underground storage tank program ($51,253,500)

Allocates funds for specific initiatives including Brownfields redevelopment ($4,500,000), electronics recycling ($750,000), Volkswagen emissions mitigation trust agreement ($10,000,000), and removal/mediation actions at Worthy Park hazardous waste site ($1,300,000)

Takes effect July 1, 2017 only if Senate Bill 2063 (the Unbalanced Budget Response Act) becomes law
