Appropriates $516,491,200 total to the Illinois Emergency Management Agency for fiscal year 2017-2018, comprised of $2,051,000 general funds, $44,689,400 other state funds, and $469,750,800 federal funds.

Defines "operational expenses" to include personal services, Social Security contributions, insurance, contractual services, travel, commodities, printing, equipment, data processing, telecommunications, vehicle operation, refunds, retirement contributions, permanent improvements, and deposits to other funds.

Allocates funds from multiple dedicated sources including Nuclear Safety Emergency Preparedness Fund, Radiation Protection Fund, Disaster Response and Recovery Fund, Federal Aid Disaster Fund, and Homeland Security Emergency Preparedness Trust Fund for specific programs and operations.

Appropriates $127,000,000 from Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation program administration for current and prior years.

Includes $312,908,000 from Homeland Security Emergency Preparedness Trust Fund for terrorism preparedness and training costs statewide and in the Chicago Urban Area, contingent on Senate Bill 2063 becoming law by July 1, 2017.
