Appropriates $63,854,400 to the Department of Military Affairs for fiscal year beginning July 1, 2017, comprised of $17,343,700 in General Funds, $6,100,000 in Other State Funds, and $40,410,700 in Federal Funds.

Defines "operational expenses" to include personal services, Social Security contributions, group insurance, contractual services, travel, equipment, telecommunications, and related costs.

Appropriates $13,217,000 for departmental operational expenses, $2,765,200 for Lincoln's Challenge program, and $1,500 for State Officers' Candidate school from General Revenue Fund.

Appropriates $16,000,000 from Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance, and $10,000 for historic artifact preservation.

Act takes effect July 1, 2017, only if Senate Bill 2063 (the Unbalanced Budget Response Act) becomes law.
