IL HB4011

Creates authorization for the Illinois Emergency Management Agency to award grants to 501(c)(3) not-for-profit organizations for security improvements related to preventing, preparing for, or responding to acts of terrorism.

Requires grant applicants to document prior terrorist threats or attacks, identify symbolic or strategic value as terrorism targets, assess potential consequences of attack, and submit vulnerability assessments conducted by security or law enforcement personnel.

Mandates applicants describe how grants will integrate organizational preparedness with state and local preparedness efforts and submit other information required by the Agency Director.

Allows the Agency to use appropriated funds to administer the grant program.

Takes effect upon becoming law.
