Appropriates FY2018 funding for the Office of the Secretary of State, including $112,225,700 for motor vehicle operations and $49,866,500 for general administrative staff from the General Revenue Fund.

Allocates $15,096,000 from General Revenue Fund for library grants including equalization grants to library systems and per capita grants to public libraries under the Illinois Library System Act.

Appropriates $13,500,000 from the Secretary of State Identification Security and Theft Prevention Fund for identification security measures and $16,000,000 for office automation and technology.

Funds special purpose grants totaling approximately $1.8 million from various dedicated funds for organizations including Chicago Public Library ($1,288,800), organ and tissue donation promotion ($1,750,000), and various charitable causes.
