Appropriates $10,000,000 from the General Revenue Fund to the Illinois State Board of Education for grants supporting after-school art-based programs in schools where low-income students comprise more than 70% of enrollment, as certified by the Department of Human Services

Appropriates $10,000,000 from the General Revenue Fund to the Illinois Arts Council for community art programs located in census tracts at 125% below the poverty level to administer arts education and art therapy programs

Effective date is July 1, 2017
