Amends the Illinois Procurement Code to clarify that the exemption for "purchase of care" continues to apply except as specifically provided in Section 5-30.6 of the Illinois Public Aid Code.

Creates new Section 5-30.6 of the Illinois Public Aid Code requiring the Department of Healthcare and Family Services to procure all managed care organization contracts in accordance with the Illinois Procurement Code, effective immediately upon passage.

Applies the Illinois Procurement Code requirements to managed care organization contracts as defined in Section 5-30.1 of the Illinois Public Aid Code.

Takes effect immediately upon becoming law.
