HB4166 - Health Insurance Claims Assessment Act

• Imposes a 1% assessment on paid claims by health insurance carriers and third-party administrators for dates of service beginning January 1, 2018.

• Assessment is capped at $10,000 per insured individual or covered life annually.

• Carriers and third-party administrators must file quarterly returns (April 30, July 30, October 30, January 30) with the Department of Revenue reporting paid claims subject to assessment.

• All revenue collected is deposited into the Healthcare Provider Relief Fund and used exclusively to fund Medicaid services administered by the Department of Healthcare and Family Services.

• Exempts claims for federal employees, Medicare, Medicaid, Tricare, Veterans Administration, certain supplemental insurance, and services rendered outside Illinois to state residents.
