Allows students enrolled in educator preparation programs at regionally accredited institutions to apply for a substitute teaching license if they have earned at least 90 credit hours, rather than requiring all applicants to hold a bachelor's degree or higher.

Maintains existing requirement that substitute teaching license applicants must either (1) hold a bachelor's degree or higher from a regionally accredited institution, or (2) be enrolled students with at least 90 credit hours completed.

Substitute teaching licenses remain valid for 5 years and are valid for substitute teaching in all counties of Illinois.

Effective immediately upon becoming law.
