• Requires townships in counties with populations under 3,000,000 to commission an independent cost study before submitting a proposition or referendum to abolish a road district, demonstrating cost efficiency and township capability to assume duties.

• Defines "independent entity" as a consulting firm with experience in economics and local government finance that has no existing service agreements with the township or county.

• Prohibits townships from submitting abolishment propositions or referendums if the cost study finds the abolishment is not cost efficient or the township cannot carry out required duties.

• Applies cost study requirements to both general road district abolishment procedures under Section 6-134 and abolishment of road districts with less than 15 miles of roads under Section 6-135.

• Takes effect January 1, 2019.
