HB4204 Summary

• Creates a special instant scratch-off lottery game beginning July 1, 2019 to benefit homeless shelters, with net revenue deposited into the newly created Homeless Shelter Revenue Fund.

• Net revenue from the game shall be used by the Department of Human Services to fund grants to homeless shelters, distributed based on revenue generated in each municipality and county where shelters are located.

• Defines "net revenue" as total ticket sales minus prize payouts and administrative expenses directly related to the scratch-off game.

• Homeless shelters in municipalities with existing homelessness reduction programs are only eligible for grants if recommended by the municipal agency and approved by the Department of Human Services.

• Department may not unreasonably diminish marketing efforts for other instant scratch-off games while the homeless shelter game is being sold; Act takes effect immediately.
