Amends State policy to require oil changes on State-owned motor vehicles to follow the manufacturer's suggested oil change frequency for each vehicle's specific make, model, and year, rather than a blanket 3,000-5,000 mile requirement.

Directs the Department of Central Management Services to periodically evaluate manufacturer oil change interval recommendations and adjust policies as cost and operationally efficient for the State.

Requires the Department to evaluate GPS system availability and costs for tracking State-owned motor vehicles and report vehicle cost data publicly on its website beginning July 1, 2013.

Prohibits new motor vehicle purchases by the Department unless procedures are established conditioning purchases on a breakeven analysis and determination that no alternative (such as car sharing or rental agreements) would be more cost-effective.

Allows exceptions to the breakeven analysis requirement only when no alternative exists to carry out agency functions and the purchase is approved by the Manager of the Division of Vehicles with written justification from the agency head.
