Requires boards, commissions, authorities, and other state entities with contract-awarding power to disclose potential conflicts of interest when posting contract award notices in the Illinois Procurement Bulletin.

Mandates disclosure of the contracting parties, contract purpose, any conflicts of interest between board members and contractors, and identification of members with conflicts and whether they recused themselves from the decision.

Requires conflict of interest information to be posted in the online Bulletin alongside contract award notices under subsections (b-5) and (c-15) of Section 15-25.

Defines "conflict of interest" to include any conflicts prohibited under Section 50-13, and any financial, charitable, or personal relationships between contracting board members and persons associated with the contracting entity.

Adds conflicts of interest as a searchable and sortable field in the Procurement Policy Board's electronic Bulletin clearinghouse database.
