Amends the Local Records Act to require law enforcement and correctional agencies to make arrest information available to news media for inspection and copying as soon as practicable after an individual's arraignment.

Removes the previous 72-hour deadline from arrest, replacing it with an "as soon as practicable" standard tied to arraignment under Article 113 of the Code of Criminal Procedure of 1963.

Requires disclosure of arrestee identification, charges, arrest time and location, investigating agency name, bail/bond amounts, and custody transfer information when applicable.

Allows withholding of certain information if disclosure would interfere with law enforcement proceedings, endanger safety, or compromise correctional facility security.

Limits fees charged by agencies to the actual cost of copying and reproduction, excluding labor costs, and exempts juvenile arrest records from the transparency requirements.
