Eliminates requirement for school boards to publish annual statement of affairs summary in newspapers of general circulation.

Requires school boards to publish notice that the annual statement of affairs is available on the State Board of Education's Internet website and the district's main administrative office instead.

Maintains requirement that school boards submit statements of affairs to the State Board of Education for posting on its Internet website prior to December 1 annually.

Removes provisions requiring detailed newspaper publication of statement summary including receipts, disbursements, and personnel payment information.

Retains State Board of Education authority to discontinue processing payments to school districts not in compliance with statement of affairs requirements.
